Sub-Committee on Human Element, Training and Watchkeeping (HTW): deals with issues relating to the human element in the maritime industry, from education and training, watchkeeping, validation IMO Model Courses to certification. Human element in the maritime context covers not only seafarers but also shore-side personnel – Company, flag and port State administrations and authorities, Classification societies, education and training institutes and social partners, etc. The Sub-committee is a fundamental body for the ITF because its scope covers the totality of maritime professionals and the outcomes have a significant impact on seafarers’ careers. The scope of these outcomes impacts individual’s education and training before they are qualified as a seafarer, while serving onboard, after signing off to continue their careers on a ship and substantial systemic support by relevant governments, Company and other stakeholders.
The ITF ensures that in developing and amending the instruments of the purview of the Sub-committee, which will have an enormous impact on both the safety and security and also the career of an individual, the ITF delegation’s guiding principles are fully considered.
