Sub-Committee on Human Element, Training and Watchkeeping (HTW): deals with issues relating to the human element in the maritime industry, from education and training, watchkeeping, validation IMO Model Courses to certification. Human element in the maritime context covers a broad workforce, not only seafarers but also shore-side personnel – Company, flag and port State administrations and authorities, Classification societies, education and training institutes and social partners, etc. The Sub-committee plays a profound role for the ITF as its decisions have a significant impact on seafarers’ safety and security. Furthermore, the outcomes affect individual’s education and training before they are qualified as a seafarer, while serving onboard, after signing off to continue their careers on ships. The Sub-committee also sets standards for relevant governments bodies, Companies and other stakeholders on how to render pragmatic support for seafarers to work and pursue their career in international waters.
Advanced technology, digitalisation, environmental protection, shapes of customer demands, etc. in shipping has changed constantly, as so seafarers’ working and livings. No matter what type of new stream is introduced, the ITF ensures that international regulatory framework fully considers the safety and security of maritime professionals.
