People’s Public Transport Policy

The People’s Public Transport Policy provides our vision for a social model of public transport.

The 28 policy demands relate to six key areas of public transport: public ownership, public financing, employment and decent work, women in public transport, worker control of technology and climate change. 

The detailed chapters are based on three sources: existing ITF policies and statements; recent developments and experiences in the urban transport sector; and external contributions from organisations and activists. 

The chapters developed by these organisations represent the views of their contributing authors and are not necessarily consistent with those of the ITF and its affiliates. 

Six key areas of public transport

Each chapter includes case studies, as well as supporting campaign materials and education resources.

1. Public Ownership
We believe that public ownership is the best framework for creating a great public transport system for passengers and workers.
2. Public Financing
It is often the case, that expansion of the road network is funded from the general tax base, while public transport is underfunded.
3. Employment and Decent Work
Levels of formal recognition and regulation of informal public transport services varies
from city to city and country to country.
4. Women in Public Transport
Women workers are underrepresented in the industry and face unequal employment
opportunities.
5. Worker Control of Technology
This report offers a look at different types of smart cities around the world by exploring the marketing narrative that so strongly shapes the debate around them
6. Climate Change
In the rapidly growing cities of the global south, studies have shown the limited availability of public transport is a major factor driving the rise of private vehicle ownership.
