The International Transport Workers' Federation (ITF) is deeply saddened to mark the passing of Héctor Azúa, Regional Vice President of the ITF Seafarers' Section for Latin America and the Caribbean, and President of Chile's Sindicato Interempresa de Oficiales de Marina Mercante (SI.MAR).

Héctor dedicated his life to defending seafarers, strengthening maritime unions, and advancing the rights of transport workers throughout the region. A respected trade union leader and tireless advocate for maritime workers, he played a pivotal role in building solidarity among seafarers and promoting decent work, safety, and social justice across the shipping industry.

Throughout his career, Héctor was a leading voice in the defence of Chile's cabotage laws, recognising their importance in protecting national maritime employment, preserving skilled seafaring jobs, and safeguarding the country's maritime sovereignty. For more than a decade, he worked at both the national and international levels to oppose policies that threatened the livelihoods of Chilean seafarers and the sustainability of the domestic shipping industry.

As President of SI.MAR and a representative of Chilean seafarers within the ITF, Héctor contributed significantly to regional and global discussions on maritime labour rights. His election as Regional Vice President of the ITF Seafarers' Section reflected the respect he earned among affiliates across Latin America and the Caribbean and his commitment to strengthening the voice of seafarers within the international trade union movement.

ITF General Secretary Stephen Cotton said: “It is with profound sadness that we learn of the passing of Héctor Azúa. Héctor was a passionate trade unionist, a principled leader, and an unwavering defender of seafarers.

"Through his leadership in SI.MAR and the ITF, he championed the rights of maritime workers with conviction and courage. He was a powerful advocate for decent jobs, fair conditions, and the protection of national maritime industries. His work strengthened our movement, not only in Chile but throughout Latin America and the Caribbean."

Edgar Díaz, regional secretary for Latin America, commented: "Héctor believed deeply in solidarity, and his dedication inspired generations of trade unionists. His contribution to the ITF family and to working people everywhere will not be forgotten.

"Our thoughts are with his family, friends, colleagues, and all those who had the privilege of working alongside him. We honour his life, celebrate his achievements, and pledge to continue the struggle for justice and dignity that he carried forward throughout his life.”
