Meetings in Singapore
The Commissioners
have just concluded a series of meetings in Singapore (28-27
July).
Meetings
were held with the MPA, senior members of the ship-owning community,
the seafarer's unions and seafarer's welfare agencies.
Discussions
covered the ways in which ISM might be enhanced; the quality
and extent of training and its cost, manpower shortages and
human factors and matters in general. The LLO conventions, particularly
Convention 147 attracted considerable discussion.
The quality
of ship inspections and reports, training and consistency of
inspectors and the means to improve them attracted considerable
attention.
The use
and the role of classifications societies and ways in which
liability and accountability might be addressed to improve performance
was the focus of many of the discussions.
The Commissioners
also discussed at length matters of seafarer's welfare with
all parties, but in particular the Unions and welfare organisations.
The Commissioners
will meet again in Mumbai, Friday 28 July.
