Action plan calls for revision of EU aviation fatigue laws

The European Transport Workers’ Federation (ETF) – the ITF’s European arm - and the European Cockpit Association have launched an action plan demanding that EU aviation fatigue laws be brought into line with scientific evidence. A study has revealed that current air crew fatigue legislation could be unsafe.
The action plan calls on the European Commission, the European Aviation Safety Agency (EASA), European Union (EU) member states and the European Parliament to act on the conclusions of the scientific study outlined in the Moebus report. Carried out by the EASA, the study concludes that current EU crew fatigue rules are potentially unsafe and makes recommendations highlighting how to change EU law to ensure that crew and passengers are adequately protected.
The action plan demands that a number of steps be taken. These include: that Commission vice-president Tajani issue a statement outlining that science-based EU rules on air crew fatigue are a priority; that new fatigue rules based on the scientific study be drafted immediately; that fatigue risk management systems (FRMS) become mandatory for every airline; and that strict, transparent and science-based EU procedures be introduced so that airlines are able to vary fatigue rules safely and subject to FRMS and consultation with air crew.
ETF civil aviation political secretary, Francois Ballestero, said: “This report provides EU institutions with scientific evidence that highlights safety concerns inherent in the EU’s fatigue laws. The report came out in 2008, but no concrete action has been taken. We want to see our action plan implemented immediately to safeguard the lives of the crew as well as the travelling public.”
