South American aviation unions reject Brazilian ‘open skies’ agreement

ITF-affiliated civil aviation unions have rejected a proposal put forward by Brazil’s civil aviation authority that is set to establish an “open skies” agreement in South America.
On 3 March, Brazil’s civil aviation authority announced plans to "agree to a treaty to end the limit laid down by bilateral air services agreements between countries in the region" and to establish "open skies".
ITF-affiliated unions representing aviation workers in the region have rejected the Agência Nacional de Aviação Civil proposal and put forward instead plans for “integration with social justice, security and efficiency."
"Air transport is a strategic activity for the development and integration of the countries of our region, so it cannot be left in the hands of ‘market forces’, or developed to protect the interests of the operators exclusively, or to encourage tourism," said Ricardo Frecia, Chairman of the ITF Civil Aviation Section for Latin America and the Caribbean.
"The rule of market laws in air transport adopted by the governments of neo-liberal orientation in South America, and the interference that the business orientation achieved during those years, led to the serious crises that different sectors are experiencing throughout the region," added Ingo Marowsky, Secretary of the ITF Civil Aviation Section.
"Proposing open skies is certainly part of a neoliberal agenda, possibly motivated by the lack of any real knowledge of the industry. ITF unions intend to implement the integration of civil aviation by proposing a national and regional air transport system for South America, allowing companies to strengthen the development of aircraft fleets, to facilitate the recovery of airport infrastructure and build new links with road transport and ports," confirmed Antonio Rodriguez Fritz, ITF Inter-American Regional Secretary.
