Specific ETF activities on urban public passenger transport started in 2000 with the European Commission's proposal for a Regulation on Public Service Obligations in Passenger Transport, which introduced obligatory competitive tendering of all public passenger transport services which were publicly funded or benefit from exclusive rights. The ETF Sections involved - road and rail - concluded the following principles, which have laid the framework for ETF work ever since:  Public authorities must be able to decide independently on how to organise public passenger transport; Where public passenger transport is subject to competitive tender, the authorities have to apply quality criteria including social criteria: Public transport workers must be fully protected in the case of change of transport operator.
