ETF and DG MOVE exchange views on the Social Dimension in Road Transport

On 14 October, an ETF delegation made of the ETF Road Transport Section President Roberto Parrillo and Cristina Tilling, Section Political Secretary, met with the Deputy General Director of DG MOVE, Mr. Zoltan Kazatsay to exchange views on the future of road transport sector as reflected in the recently published White Paper on transport. The ETF central message focused on the need to eliminate social dumping and lay strong foundations for fair competition in road transport. These two dimensions are essential in promoting a safer transport by road, of goods and passengers, a safer and healthier work environment for the professional drivers.
The high-level ETF - DG MOVE meeting concluded a full week of actions by the ITF and ETF affiliates, organised within the frame of the ITF International Road Transport Action Week, an on-going campaign for safer working conditions for road transport workers. Roberto Parrillo expressed the ETF view to the Commission that: “with the lack of harmonisation of social standards between the 27 EU Member States, Europe is not prepared for a full liberalisation of the domestic road transport markets.”
The ETF wants a more socially sustainable road transport
A thorough enforcement of the road cabotage rules (Regulation (EC) No 1072/2009) and the application of the posting of workers directive in the context of cabotage are some of the key preconditions to the total liberalisation. Otherwise, the impact on employment and social conditions will be dire.
With regards to the re-opening of the driving and rest time dossier, Roberto Parrillo conveyed the message that the ETF will oppose any plans of the kind. On the other hand, the ETF appreciates the efforts made by the European Commission to enforce Regulation (EC) No 561/2006 that provides a common set of EU rules for maximum daily and fortnightly driving times, as well as daily and weekly minimum rest periods for all drivers of road haulage and passenger transport vehicles..
The current revision of the digital tachograph regulation was equally part of the ETF – DG MOVE exchange of views. On the ETF side, the Road Transport Section President stressed on the need to include the vehicles under 3.5t within the scope of the regulation, as well as of other directives such as training of drivers. Using the digital tachograph data for the enforcement of cabotage was also discussed, amongst others.
