New project for capacity building for affiliates in New Member States and Candidate Countries

The ETF and the International Training Centre of the ILO (International Labour Organisation) recently received the approval of the European Commission for the joint project proposal entitled “Decent Work for Transport Workers.” In the time span of 12 months and via nine training activities about capacity building for social dialogue, the project will train 250 participants from 64 trade unions coming from 15 New Member States (NMS) and Candidate Countries (CC).
Project tackles current difficulties of social dialogue in NMS & CC
Training activities and publications will assist the 64 participating trade unions in developing strategies, tools and skills needed to play a bigger role in national and European sectoral social dialogue. The project will contribute to the promotion of decent work in the transport industry in the EU and CC. The impact of social dialogue institutions remains vital for improving living and working conditions.
By executing this project, the ETF contributes to address the difficulties social partners in NMS and CC face, as identified in the documents adopted by the ETF 2009 Congress. For example, trade unions in NMS and CC are sometimes highly fragmented and in that case, there exists a very low coverage rate of sector-based collective agreements. The project envisages increasing institutional capacity of the ETF affiliates in order to enable them to participate in sectoral social dialogue at national and European level.
Six training sessions, two workshops and a social dialogue conference
The project runs from June 2010 until May next year and will start with a training-of-trainers activity in the International Training Centre of the ILO in Turin. Five sub-regional training activities will follow, together with two international workshops linked to Sectoral Social Dialogue Committee plenary sessions. The project will conclude with a social dialogue conference, which will provide evaluation and guidance for future initiatives on the subject of social dialogue. All used training materials will be available online in several Central and Eastern European languages.
