The ITF dockers’ section is made up of 221 affiliated unions that represent 350,000 port workers worldwide. The elected ITF Dockers’ Section Committee sets the section’s work priorities and work programmes.
All ITF dockers’ unions have a right to participate in the section, which develops and coordinates international trade union policies via its schedule of meetings and activities. It is your contributions that lead the Section’s work.

The Section Committee is 26 strong, including Chairs, women’s and young workers’ representatives, and includes delegates from over 20 different countries. It is elected at Congress, the ITF’s top decision-making body. Find out who your regional representative is here.
The ITF executive board appoints the Section Secretary, currently Frank Leys, who leads the Secretariat team. Find out more about the ITF dockers’ team here.
The ITF dockers’ section represents:
- Unions organising those directly involved in cargo handling.
- Unions indirectly involved in cargo activities (such as those with members employed by port managers, agencies and freight forwarders).
- Unions representing some workers employed by the state, city or other authority as well as by private companies in permanent or other employment.
The section’s priorities are to fight for acceptable labour and safety standards under the Ports of Convenience (POC) work programme through organising to increase union strength in ports around the world. Watch this film to find out more about how we’re organising unions globally.
