The following amendments were received by the deadline date of 5 July 2006.

 Motion No 7— ITF Regional Organisation

1. Delete paragraph 5.

 Motion No 9—Public Ownership

2. In point 1, at the end of the first sentence, insert

“ … as pursued by the neoliberal policies of the IMF and the World Bank amongst others.”

3. Insert new point 7:

“The ITF to produce a document which highlights the economic and environmental impact of railway privatisation”

 Motion No 9—Public Ownership

4. Insert new point 7:

“Congress is concerned that the increasing liberalisation and privatisation of the railways is being forced on members state by unaccountable international institutions such as the European Commission, IMF and World Bank. Congress welcomes the work of the ETF and ITF in seeking to coordinate responses to this global threat of privatisation. Congress therefore urges the ITF to work with affiliates and to coordinate joint campaigning against international directives to privatise and liberalise publicly owned railways”

 Motion 11: Structure of the ITF and composition of the Executive Board

5. In paragraph 6, delete the words "look into restructuring sectional divisions and governing bodies to.." 

6. In paragraph 8, delete the words "by reducing the number of sections to four representing aviation, land, rail, and maritime sectors"

 Motion 13: Neoliberal Attacks on Trade Unions

7. Delete paragraph 1:

“PROTESTS against repeated serious attacks by governments and judicial authorities around the world on trade unions such as arrest and detention of union members and officials, domiciliary search of union facilities, confiscation of union property and anti-union campaign by using mass media,”

Replace with:

“EXPRESSES strong anger at the fact that 115 trade unionists were murdered for defending workers’ rights in 2005, while more than 1,600 were subjected to violent assaults and some 9,000 arrested, according to the ICFTU’s Annual Survey of Trade Union Rights Violations, 2005,”

 Motion 13: Neoliberal Attacks on Trade Unions

8. Delete title, “Neoliberal Attacks on Trade Unions”, and Replace with “Attacks on Trade Unions by Governments and Capitalists”

9. Delete paragraph 3:

“CONSIDERS that these attacks form a part of the pandemic offensive on workers by neo-liberal globalisation,”

Replace with:
 “NOTES that not only employers but also governments are often directly involved in these attacks which victimize many transport workers”

10. In paragraph 4, add the words “and capitalists”, so that the paragraph reads as follows:

“CALLS on the ITF and its affiliates to raise a protest against the governments and capitalists that attack trade unions and to provide support for them from the standpoint of globalising solidarity.”

 Motion 13: Neoliberal Attacks on Trade Unions

11. Insert at the end of point 4:

“Congress also unequivocally condemns the brutalisation and imprisonment on the notorious Evin prison of many hundreds of trade unionists and their families from the syndicate of Workers of Tehran and Suburbs Bus Company (“Sherkate Vahed”) by Iran.

Iran’s flagrant breach of International Labour Organisation obligations, in particular with respect to freedom of association and collective bargaining is a violation of fundamental workers’ rights and core labour standards.

Welcomes the work of the ITF in offering solidarity and assistance, to our colleagues in Iran and encourages all affiliates to put maximum pressure on the Iranian government to secure justice for the Tehran Bus Workers.”

 Motion 21, Gender Equality

12. Insert after the full stop at the end of bullet point 2 in section 6:

“There is also evidence that women are losing out in rail restructuring which is occurring due to the neoliberal policy of privatisation and that women’s jobs are disappearing disproportionately to men’s when major restructuring happens; women are also more likely to suffer more from ‘last in, first out’ selection when jobs are lost”

 Motion 24, Discrimination against Asian seafarers

13. In the title of the motion, delete the word “Asian”

 Motion 29, Strengthening Internal Organisation


22. Delete paragraph 4, and replace with:

“NOTES further the increased importance of the close cooperation between all the ITF Sections, including the Seafarers Section, Dockers Section and SSD in delivering protection for international seafarers and dockers through the FOC and POC campaigns, between dockers and road and rail workers in relation to logistics and between the Civil Aviation, and road sections in relation to coordinating the trade union challenge to the major integrators.”

23. Delete paragraph 5

24. Delete paragraph 7, 8, 9, 10, 11 and 12 and replace with new paragraphs:

“6. REAFFIRMS the commitment to eliminate duplication in the allocation of resources as far as practicable between all ITF sections and develop a structure that optimises the efficient operation and close cooperation between the sections in realising the objects of the strategy laid out in Organising Globally,

7. NOTES the important shift towards an organising approach and strategic global projects in this strategy,

8. CALLS on the ITF General Secretary to review the impact of the Organising Globally Strategy on the ITF Secretariat, its structures and the tools it needs to deliver this strategy, and to report on this regularly to the Executive Board. This should include improved coordination between ITF Sections and the use of common resources such as research and communications,

9. Propose a system of evaluation and performance to measure the progress of the Sections in implementing the goals of Organising Globally,

8. FURTHER CALLS upon the ITF Executive Board to request the General Secretary to develop a plan, including time frames for any changes which may be necessary in the operation of the ITF Secretariat in order to implement the Organising Globally strategy.”

 Motion 34, Conditions on national flagged ships


25. In paragraph 1, Amend the phrase:

“Has noted that the working conditions, hygienic conditions and safety standards even on national flag ships of the world with particular reference to Pakistan,”

Replace with:

“Has noted that the working conditions, hygienic conditions and safety standards on Pakistan national flag ships,”

26. In paragraph 2, amend the phrase:

“Strongly recommends the initiation of action on national flag ships, particularly those of Pakistan,”

Replace with:

“Strongly recommends the initiation of action on Pakistan national flag ships,”

27. In paragraph 3, amend the phrase:

“… in connivance with corrupt managements are damaging the interests of seafarers and are engaged in illegitimate back door entries on national ships”

Replace with:

“… in connivance with corrupt managements are damaging the interests of seafarers and are engaged in illegitimate back door entries on Pakistan national ships”

28. Paragraph 4, first bullet point, replace with

“Consider taking action on Pakistan national flag ships to ensure safe working conditions..”

29. Paragraph 4, second bullet point, replace with:

“Consider exerting pressure through peaceful means to compel the government to entrust the affairs of the Pakistan merchant marine to the professional technocrats of the merchant marine”

30. Paragraph 4, third bullet point, replace with

“To press upon the Pakistan government only to entertain ITF affiliated unions with CBA status

31. Paragraph 4, final bullet point, replace with:

ITF-TCC agreements should only be made/signed by ITF affiliated unions in Pakistan having CBA status.

 Motion 36, Privatisation in the maritime sector


32. Paragraph 7, at the end of the phrase, add:

“… and adherence to internationally-agreed minimum standards”

33. Paragraph 9, replace the whole paragraph with:

“CONDEMNS the increasing attempts by national governments to put out to public tender publicly owned ferry operations. This trend has been highlighted by the decision of the Scottish executive to tender Clyde and Western Isles ferry service currently operated by the publicly owned Caledonian MacBrayne in accordance with EU Maritime Cabotage Regulations”

34. Paragraph 10, delete the word “privatised” and replace with “tendered”

35. Paragraph 11, replace the whole paragraph with:

“AGREES to coordinate actions globally to resist tendering of lifeline ferry services”

 Work Programme

36. The following text was submitted in the form of an amendment to the motions but its intention is clearly to amend the contents of 41 C-9, “Organising Globally, Fighting for Our Rights”. The resolutions committee will advise accordingly.

37. In the Railway Workers’ Section, insert after the final bullet point on Strategic Priorities and Work Programmes, 2007-2010:

“An ITF Railways Section Women’s Structure that hold regular meetings in line with those held by other sections,

A publication produced for women in the Railway Section reflecting their interests and activities and promoting careers for women in the railway industry.”
