Delegate Registration Information
Representation
Aspects of representation generally are dealt with in the attached “ Extract from the ITF Constitution”. Please read it carefully as it will enable you to work out the correct number of delegates your union is entitled to send. Please note that the membership declared on the Annual Membership Questionnaire for 2006 will be the figure on which your union’s delegate entitlement and voting rights will be based, and that unions must be up to date with affiliation fees to send delegates to the Congress.
The Constitution states that organisations shall aim to ensure that the number of women delegates shall be at least proportional to their share of the union's membership. Nevertheless, each delegation consisting of more than three persons shall aim to include at least one woman delegate. Following the recommendations of the Women’s Conference held in London in September, I wish to stress the importance of this provision, which will be monitored by the Executive Board and by the Congress Credentials Committee. This the first ITF Congress of which the Women’s Conference is an integral part and it is therefore important that unions should ensure strong female representation in their delegations.

Registration
All participants – delegates, observers, visitors and guests (including accompanying persons wishing to enter the Congress venue or attend receptions) – must register with the ITF Secretariat before Congress.
Registration will take place in the Convention Centre from 14.00 to 19.00 on Tuesday 1 August, and from 08.00 to 10.00 on Wednesday 2 August. We would ask that all participants register as early as possible in order to ensure the smooth running of the Congress.
EXTRACT FROM THE ITF CONSTITUTION
Rule IV — Congress

3. Every affiliated organization which has paid its affiliation fees in accordance with Rule XVI shall be entitled to representation at Congress.
4. In exceptional circumstances organizations which have not complied with provision 3 above may be allowed representation by special decision of Congress on the recommendation of its Credentials Committee.
5. The number of Congress delegates to which affiliated organizations are entitled shall be as follows:

Organisations shall aim to ensure that the number of women delegates shall be at least proportional to their share of the union's membership. Nevertheless, each delegation consisting of more than three persons shall aim to include at least one woman delegate.
6. Paid-up membership shall be the number of members for which affiliation fees are paid according to Rule II, paragraph 3 a), and Rule XVI. This definition of paid-up membership shall be generally applicable in the interpretation of this Constitution.
7. Provided written notification of its action is given to the General Secretary, if possible at least four weeks before the beginning of Congress, an affiliated organization may nominate the delegation of another organization to act on its behalf at a Congress, but no delegation may represent more than three organizations in addition to its own.
8. An affiliated organization may add a reasonable number of advisers to its delegation, provided that the advisers are members of, or otherwise closely associated with, that affiliated organization.

17. The ITF shall not contribute to meeting the costs of a delegation's attendance at a Congress unless, in special cases, the Executive Board decides otherwise.
