The ITF is sad to announce that Bill Goodger, of the Special Seafarers’ Department, died suddenly on 29 March 2008, aged 57.

Bill joined the Actions Unit, from UK affiliate RMT, in 1996, and remained a loyal and hardworking member of the Actions team for 12 years.

His role in the ITF’s maritime work was an important one. Countless seafarers worldwide owe Bill a huge debt of gratitude for his diligence, understanding and commitment to his work in the campaign for justice and dignity for seafarers. He was dedicated in his support and service to the worldwide Inspectorate. He also played a vital part in developing and maximising the use of the Core System database and producing statistics on the FOC Campaign. Bill may have been an old school trade unionist but he was always keen to explore new ideas.
 
Although quiet and unassuming, Bill would speak enthusiastically about his passion for the USA, where he enjoyed regular family holidays, and his football team, Tottenham Hotspur Football Club.
 
As a colleague, Bill was caring, tolerant, fair and extremely supportive of others. He will be sadly missed and fondly remembered.
 
Bill leaves behind his wife Maureen and children Stephen and Helen.

We all miss Bill so much and your kind words have comforted us at this very difficult time.

Bill's website has raised over £1000 and we will continue to add to this with our own charity events. We would like to thank everybody who has donated.

We would also like to thank everybody from around the world for their kind messages and the beautiful book which was compiled on Bill's behalf.

We have thought to collect all messages we have received for Bill here below for you.
 
I am sure you would appreciate to know how Bill was loved and valued by everyone who had the luck to work with him at different times in his career at the ITF, although I am sure it is something already known to you anyway.

The messages from the ITF Inspectors and Colleagues have been so touching and spontaneous that you should have it with you.

I have known Bill since he joined the ITF and I have worked with him closely since I moved to London from Italy, I will never forget how difficult it was for me at first to understand him because of his accent, but at the same time I will never forget how easy was to understand the meaning of what he was saying by the gentle expression of his eyes and his smile.

Bill was committed to his work and a very positive force for us to do more avoiding to sit on  what we have obtained for too long, at times, I remember trying to stop him from working  at home ( without much success, I have to admit) on ideas he wanted to develop.

With Bill I have traveled from time to time, on trains going back home and it was there that the two reserved people we were, managed to talk about life and not  only about work,  it was then I have known a little bit of you, his family (and the beloved dog).
Although I am very sad for Bill’s sudden departure I am glad that not long time ago I had the chance, in a meeting with him and another colleague, to voice my personal appreciation for his work and as a person, very little satisfaction now, but very important for me that I was able to let him know.

Bill was a very trustful person even though I live in Tokyo he always gave me accurate advice whenever I asked him for good instruction.

I met Bill during my induction training. During this training Bill trained us the Core System and pointed us to the importance of making proper reports in the Core System. After the induction training I learned to know Bill as very dedicated inspector Buddy which managed all the time to guide an inspector with questions.

In autumn 2006 I joined the ITF Team in London for 1 month covering for Anna Llewellyn during her maternity leave.

During this 4 weeks I learned that Bill managed to assist successful seafarers far away from London from behind his desk. He had also a huge live knowledge about ship owners and cases.

During this 4 weeks I learned to know Bill as a person all the time ready to help and to assist his comrades. Whenever I had a question around practical things in the London office Bill was the man who could help me.

During this 4 weeks in London I learned also that Bill loved Belgian waffles so the ones I took to office after a weekend home were all the time much appreciated by him…

Over the past year I have been a regular visitor to London and it was all the time nice and pleasant to see Bill. He was all the time very interested how things were going. I will miss Bill the next time when I pass the office.

Bill will be missed not only by his comrades in London but also by his comrades worldwide and the all the seafarers he helped over the years.

It was for me a real honour to have known Bill and to have worked together with such a great man.

I remember the nice moments working with him at ITF Delhi Office, during my Training period at ITF Head Quarters and during my several queries to him regarding ship inspections. Hello all Brothers and Sisters,

Bill Goodger terminated his present life on Saturday 29th March 2008.

He will remain in my memory as a strict but fair coach for me as ITF Inspector.
Always thinking about Core System, good administration and taking good care about ways we were filling our Inspector's Report on Core.

He was my conscience in this way when I was forgetting an item. And he was always right for that my friends!!

I also remember when I was in Actions Unit for two or three weeks ( it was Global Mariner times and London crew was in lack of people). Bill started his pack of files and for hours he was silent, only typing letters and or mails, faxing in case plus some phone calls if necessary.

Most of the time he typed long letters as to persuade a Ship Agent or a maritime Company of ITF presence and dedication to any specific case. For one seaman or twenty or more it was same equal treatment. Same deep concern for informing an Inspector about a case he thought this inspector could deal efficiently due to his location on our Earth Network.

His English accent was terrible for a Froggy Frenchy like me (in the beginning of our relation it was let's say a challenge for me ;)).

A matter of private joke for me and my colleagues for sure: Bill was so British!

This last months I have lost many Brothers in ITF: I thinks also to Antonio Blasi from Venezia for exemple. Too sad news, too early departures.

Bill and all those who are leaving our community of unionists do stay in my eyes fully alive and even if right now I cry on my laptop because of emotion. I feel sure that one day or another we will join you again and will share good moments.

Life is short but souvenirs are forever.

While working in London I remember some years ago Bill taking his work home with him at night and the anguish this ended up causing he and his family. I also remember Bill making two attempts to come back to work and the tensions surrounding that. His second attempt at work return was successful and I strongly believe this was because we, his colleagues, didn't let him down just as he himself never ever let a brother or sister down.

Bill was instrumental ensuring that the Core System was a useful tool. He, I believe more than anyone else, could wrap his mind around potential Core System applications that would be useful to the ITF and useful and workable for the inspectors. We all owe him a debt for his work in helping to bring us into the modern age of communications and reporting.

After I returned to Canada, I stayed in contact with Bill. He was my guy in London. I always knew that if I needed something from the SSD Bill would ensure its delivery. If I needed to bring something to London's attention, I could be certain of Bill's discretion.

Losing Bill from our team is more than simply losing someone who shows up for work when they are supposed too. With Bill's passing we have lost a solid trade unionist. Someone who has dedicated their life's work to making others lives better, even before joining the ITF. There are far to few people who bring those principles to this work everyday.

As coordinator for Canada, I have always ensured Bill was front and center of any communication between our Canadian inspectorate. I wanted our team to know and benefit from Bill's counsel as I had.

I and our Canadian inspectors will miss him. Workers around the globe, even if they don't know it, will miss him too.

We are honored to have had the privilege of working with Bill and send our deepest condolence's to his family.

We were all shocked by the news that was brought to our attention. It will be hard to accept that Bill is no longer with us. He was our first contacting person, whenever there was something we needed to change in the Core System, let's say "his Core system". It was Bill who was proud to be one of the founders of the present system and he owes a lot of credit for it.

When I was working in Action unit and later on in Agreements, it was Bill you could rely on and he always replied immediately to the messages received, we will miss a solid trade unionist and a good friend.

It has been an honour as well as a privilege to us that we have had the opportunity to work with Bill over so many years and please send our deepest condolence's to his family.

My children attended a Japanese Saturday school in his neighborhood, Selsdon, so i saw him several times in the past. And each spring, he'd let me know when the bluebells are blossoming at the National Trust reserve nearby.

I've visited the place and the flowers are beautiful. it is very sad that he won't see them anymore.

I am so very sad to lose Bill. He was such a valued work colleague. I joined the ITF the same year as Bill, but since 2001 I had the pleasure of working more closely with him in the Actions Unit.
 
He was a unique character. Quiet yet not afraid to speak his mind, loyal but willing to challenge the status quo. He had a brilliant mind, great analytical skills and was always good at solving problems, silently and methodically, as was his way.
 
Personally I will really miss working with him on the Inspector’s training. During the Inspector’s Induction, Bill and I would work together to train the new recruits on information gathering, campaigning and networking. He was very supportive, full of good ideas and had a great sense of humour, which made working with him a pleasure. He was always generous with his knowledge and experience, and I learnt a lot from him.

Bill was always positive and never had a bad word to say about anyone. He had a keen sense of fairness and justice, which served him well in his ITF work. His caring and tolerance knew no bounds.

Bill was a solid trade unionist and extremely committed to his work, but it was clear that he was equally dedicated to his family. Despite being quite a private person, Bill would often talk about his family. He could not conceal his pride when Stephen recently graduated and took great pleasure in showing the photos around the office. Equally his face would light up when he spoke of Helen and her passion for WWF and the family holidays in the USA.
We will miss Bill terribly. His passing has left a big hole in our department. But as well as being very sad, I feel very lucky to have known him, worked with him and had him as a friend.

My thoughts go out to Maureen, Stephen, Helen and the rest of the family. I hope that the memories and tributes to Bill will provide some comfort at this painful time.

I felt I should share my thoughts with you and Bill's family.

Bill was one of the first persons I met at the ITF House. Even though he was a quiet man, for some reason, he is the one I remember the most. I was later assigned to him when I had Core System's problems, and had to speak with him a few times over the phone. It was quite a challenge to understand all his words, but when I got used to him, I sure received some great support and advice. 
I also always liked the way Bill said good bye at the bottom of emails, it was a simple Cheers! Since then I sign off the same way.
 
So Bill, for one last time.....Cheers!

I could not believe you went this way, without saying goodbye to me.
 
We were the earlier birds. It was so nice to see you first in the office, lights on and kettle on! I felt comforting seeing your presence. In dark winters, your earlier presence meant a lot to me because I am afraid of dark offices!

You made me feel good Bill. Now that you were gone, I could not hear such beautiful words anymore. I need those words to start my day, Bill!
 
Whenever we happened to walk through the same door, you always and always opened the door for me. We often played 'the Queen and gentleman in waiting game'. Your manner was impeccable! I miss our games!! You made our working life colourful!
 
You have always been very very helpful. Whenever I need your help, you were there for me. I could always rely on you!! Believe it or not, the only extension in our office I remember by heart is yours. I often call you to find out other's extensions.
 
Bill, Bill, Bill, you were a true English gentleman and I miss you very much!

What can I say about Bill, now that he has gone I realize how much I miss him. When I first came to work in the Actions Unit all the way from New Zealand after 19 years at sea. Bill was the one whom ensured that I was alright. Openly showing me the in and outs of the office and introducing me to office equipment like the computer and which button I needed to push to turn it on, a fax machine which I though at first was a coffee machine and the filing cabinet. Bill had to put up with my constant request for assistance regarding the PC which after 6 years you would of thought would of be of a great annoyance, but every request was answered with patience and kindness that was Bill.
 
We talked about many things over the years regarding work, football, Travel,politics (which usually meant me getting on my soap box and Bill having to listen to me) and of course our families.
 
Bill loved his family very much and he was so proud of his son Stephen and daughter Helen and he spoke of them often. Bill looked forward to traveling with Maureen and he would speak about his impending travel plans with great gusto.
 
My heart goes out to Maureen,Stephen, Helen and to all the family on the passing of Bill. I will always remember Bill as a great humanitarian and a mate.

It is not easy to express by words our sadness with this unexpected loss. It is not easy to imagine the daily work without Bill. All of us from National Maritime Section NSZZ "Solidarnosc" office, the inspectors - current and former - are shocked and touched having read this very sad message. We are only a dust when confronted with the destiny and eternity but what is important in such moments is a memory a man who is already on the other side has left behind on this earth. Man lives with us as long as the memory lives . And our Brother Bill has nothing to be worry about - he left his family and friends with best and warmest memories in our hearts as a man who has helped many people and changed the world as far as he could. Bill left away but will be always with us.

I  feel deeply saddened by your loss of a good husband and lovely father and I am thinking of you all.I can imagine what you are going through having lost my husband myself almost 3 years ago. Bill was a very good colleague and friend who always will have a special place in our hearts. He was truly dedicated to you, his family and his work. I had the pleasure to work with him for more than 10 years and he was always very supportive and helpful. We are lighting a candle for Bill every day here in the office and we have put some flowers on his desk just to try and cope with the emptiness and to remember him. He was always the first one in the office and at 4 o' clock he was rushing off home to you. He was very proud of you all and was happy to share his special moments with the family and holidays abroad. He always seemed to have the answer to everything. I am so sorry to have to say farewell to Bill at such an early age, I am proud to have known him and he was a very respected man. Wishing you all the very best in this moment of sadness.

The ITF has lost a co-worker of the highest caliber. Bill Goodger was unassuming in his manners but a giant when it came to producing results. He was easy to get along with and always had an air of optimism around him. His knack in tracking down runaway US beneficially owned ships in the maze of international shipping investments and flag plethora was amazing to say the least.  Bill deserved a better fate and will be sadly missed. My thoughts are now with his next of kin whose loss is even greater.
