Captain Gregorio ‘Greg’ Oca, Chairman of Amosup, the Associated Marine Officers’ and Seamen’s Union of the Philippines, died on the 21 November 2010, aged 83.
Captain Oca founded the Associated Marine Officers’ Union almost exactly half a century ago and merged it with the Associated Seamen’s Union of the Philippines in 1972 to create Amosup, now the country’s largest seafarers’ union. He ensured that the ITF and Amosup worked closely together on every area of concern for seafarers from training to maritime law to piracy. His work was recognised within the ITF and beyond. In June year, the then President of the Philippines awarded him the Order of Lakandula with the Rank of Bayani, while he also received the Papal Award Pro Ecclesia et Pontifice.
ITF General Secretary David Cockroft said: “Greg was a tireless leader of Amosup and a lot of what that union has built and achieved can be laid at his door. I had the pleasure of knowing and working with him for nearly three decades and can unhesitatingly say that he was a warm and vibrant personality as well as a great campaigner and leader. He will be hugely missed by all of us.”
He continued: “Seafarer training, health and welfare were particularly close to his heart and if there is some comfort in this sad loss it’s that the work that he did in those areas – including the building of hospitals and training academies – will live on and serve as a monument to his career.”

ITF Maritime Coordinator Steve Cotton added: “Greg believed in and fostered much of the best of what he, his union and the ITF stand for. He was a true believer in social dialogue, a champion of what can be achieved through international collective bargaining and a powerful supporter of social progress.”
Philippine Department of Labor and Employment Secretary Rosalinda Dimapilis-Baldoz, commented: “I am deeply saddened by the passing of ‘Kap Oca’ whose leadership in the maritime industry was highly recognised in the international maritime community. He was a seafarer first before he became a maritime trade union leader, and this earned him the genuine respect and recognition not only of his peers and colleagues in the Philippines, but also by leaders of international maritime organisations.”
Captain Oca is laying in state at the Immaculate Conception Cathedral, 39 Lantana street, Cubao, Quezon City, until Wednesday. He will then be moved to the Seamen’s Centre, Cabildo St, Intramuros, Manila. His funeral is expected to take place on Sunday November 28 at 09:00 at the Cathedral. Anyone is welcome to attend on that day, which would also have been his birthday.
