Mexico City Policy
In 2006, the decision was taken to carry out a thorough and systematic review of the Flags of Convenience (FOC) campaign. The findings were presented to the ITF’s 42nd Congress in Mexico City in August 2010, and all the recommendations and conclusions were adopted under the title of Mexico City Policy.
