Steve has been a member of the DPSU since 1993.  He trained at the University of the West Indies.  His occupation is a District Development Officer.

He has been:
A Public Officer since 1993
A member of the executive since 2004
Vice President of the executive since 2007
Chairman of the Young Workers Group (DPSU) since 2007

For the first time the union have a functioning young workers group which has demonstrated a high level of commitment to its vision and cause. When the union hosted the Caribbean Public Service Association (CPSA) General Assembly the Young Workers were pivotal in the operations to ensure a successful event.
Mr. Steve Joseph a Former President of the National Youth Council of Dominica, Vice president of the Caribbean Federation of Youth and recipient of a National Youth Award played a leading role in the establishment, building and sustenance of the Young Workers Group.
