Dear Brother Cockroft,

Thank you very much for your great support for victims of massive disaster in East Japan. Especially we would like to express our heartfelt gratitude for dispatch of Mr. Makoto Urata, Secretary of lnland Transport Sections, to Japan last week, even though our urgent request.

On 12-13 May last week Koun Rokyo delegation, consist of 15 members including myself as a leader, visited three prefectures, Iwate, Miyagi and Fukushima where were mostly suffered damage from earthquake and tsunami in March. Mr. Makoto Urata and Mr. Yuji Iijima from the ITF, three delegates including Mr. Seiji Seki, General Secretary, from Koun-Rokyo and 9 officers from each regional Koun-Rokyo joined in the delegation.

The delegates got on a coach at Morioka Station of the Tohoku Shinkansen which was just resumed in the beginning of May after the earthquake and reached coasts of the Pacific Ocean. It took several hours to pass over the mountain because the railway on the Pacific coast had not yet resumed.

Even though it was really hard schedule for us, we inspected many disaster areas where we were allowed to visit and encouraged our members suffered the disaster. The damage from the massive disaster, especially from the biggest tsunami, was completely beyond our imagination and many fishing villages and coastal cities lay in ruins.

It will take long time to rise from the ruins due to massive damage and radioactive contamination from Fukushima nuclear power station too. However we were pledged to do our best to rise again and finished our inspection at the disaster area without accident. I believe that Mr. Urata will deliver detailed report on this inspection to you.

We will consult with our affiliates including Zenkoku-Kowan and JAL CCU how to use the great donation made by the ITF and its affiliates to support our members and report to you when we decide the most effective use.

We are sure to help our members suffered damage from the disaster and to reconstruct the ruined disaster area on the strength of the support and solidarity shown by the ITF and its affiliates.

I learned in the ITF media release on 16 March that the ITF will donate £200,000 to victims of the Japanese earthquake and tsunami. On behalf of all Japanese affiliates, I would like to express my heartfelt gratitude for warm consideration shown by ITF headquarters and its member trade unions all over the world.

Most Japanese affiliates have been working very hard around-the-clock to confirm safety of union members in the north-eastern region and help victims. Some unions delivered relief supplies by truck and others dispatched volunteer aid groups to devastated areas. In the snowy cold weather, many union members have been struggling to deliver warm food and heating oil to people who are in great need of help.

The report of ITF's donation was immediately communicated to Japanese ITF affiliates. International solidarity action and relief activities mean a great deal to afflicted people and give a strong encouragement to union members who stood up for relief operation.

We, Japanese affiliates, have pledged to make the best use of ITF's donation to relive people affected by the earthquake and rebuild disaster-stricken areas.

We couldn't get enough about the impact on these areas exactly still nor how many of our members are affected or port facilty and casualty or injured and so on. We are investigating the situations. On behalf of the All Japan Dockworkers’ Union, I would like to convey my sincere gratitude for the expressions of sympathy and support from overseas.

The Pacific coasts of Japan’s Tohoku and Kanto regions sustained massive damage from a major earthquake and immense tsunami on March 11. The Dockworkers’ Union has established a crisis response center and is working to gather information. Local communications, however, are not functioning, and the whereabouts of tens of union members in Sendai-Shiogama Port and other areas that sustained major damage cannot be confirmed. A total of 1,900 union members live in these regions. Company buildings and union offices at the ports have been washed away or flooded. Much loading equipment was also washed away, and the equipment that was not washed away is inoperable.

I will convey your message of support to the afflicted regions and cooperate with rescue and recovery efforts.
