ITF Statement: Essential Services and the Pakistan Airline Pilots' Association

The ITF has released the following statement in relation to the Pakistan Airline Pilots' Association (PALPA):
ITF Statement on the application of the Essential Services Maintenance Act on PALPA
“The ITF is alarmed to learn that the government of Pakistan has invoked the Essential Services Maintenance Act 1958 (ESMA) in relation to its affiliate, the Pakistan Airline Pilots' Association (PALPA), in what appears to be an attack on fundamental trade union rights and an attempt to silence the association. We understand that the ESMA is frequently used to prevent workers from carrying out industrial action as a means of maintaining essential services. As most airline operations are not considered essential services, we believe that it is possible that the legislation is being used simply to intimidate PALPA members.
The government’s action seems unnecessarily heavy-handed, as we understand that PALPA members are merely "working by the book" in observance of safety measures. We are aware that PALPA has raised its concerns about safety being compromised in PIA’s operations with the airline management and the government.
The ITF strongly urges the government of Pakistan to withdraw its decision to invoke the ESMA with immediate effect. The government should instead facilitate an equitable resolution to the dispute between PALPA and PIA management and work with the parties to ensure good safety standards in the aviation industry. The ITF and its affiliates will continue to monitor the situation in Pakistan and call on the government to demonstrate its commitment to democracy and internationally recognised labour standards by taking a more progressive stance than its current position.”
