Uganda minister promises social security provisions for informal workers

8 October 2009

The Ugandan government has pledged to extend social security provisions so that road transport workers who work informally are covered.

Gabriel Opio, Ugandan minister for gender, labour and social development, made the promise at the ITF Africa regional road transport section conference in the Ugandan capital, Kampala, on 28-29 September. During the meeting he said he was happy to collaborate with ITF affiliates to ensure informal workers were covered by social security provisions to ameliorate their precarious employment conditions. He also decried the “carnage” on the roads in Africa.

Delegates attending the conference identified top priorities for joint international work including: organising precariously employed transport workers and improving their working conditions, reducing accidents by campaigning to regulate working hours guided by International Labour Organization convention 153 and improving HIV/AIDS awareness among transport workers.

Joseph Katende, ITF Africa regional secretary, commented: “The meeting closed with affiliates showing greater resolve to take forward the organising agenda and to work for better results by the next ITF congress.”

The regional meeting was followed by the ITF road transport section conference on 30-2 October attended by road transport affiliates from around the world, including Africa, and opened by the Ugandan minister of state for transport and communications Simon Ejua. It was also by hosted African affiliates.
