Pakistani aviation unions win ground-breaking deal

Aviation unions in Pakistan have won a significant deal for their workers following two months of negotiations with their employer.
The ITF-affiliated unions, the People’s Unity of PIA Employees and the Aircraft Technologists Association of Pakistan (ATAP), which represent general and engineering staff at the state-owned Pakistan International Airline, reached the deal last week. The collective bargaining agreement is the first for seven years, during which time the government suspended the collective bargaining process.
The agreement includes a 20 per cent salary increase for almost 9,000 employees with effect from 1 January 2009, a 15 per cent rise from January 2010 subject to cost savings and increased productivity, a shift allowance of 15 per cent of a workers’ basic wage and a night working allowance of 1000 rupees per night (US$12). A generous package of other allowances is also outlined in the settlement, for example, utility, car maintenance and seniority allowances. A worker is also eligible to receive an education allowance for up to four of their children.
Haji Mohammad Iqbal, ATAP president, said: “Our colleagues in engineering are happy about this salary rise and have given assurances that they will not lag behind in their efforts to promote the development of PIA.”
Congratulating the employees Kamran Chaudhary, president of the People’s Unity of PIA Employees, described the salary increase as appropriate under prevailing circumstances.
Mahendra Sharma, ITF Asia Pacific regional secretary, said: “This is a significant achievement, particularly in view of the fact that the recession is hitting the aviation industry hard. We are pleased that Pakistan International Airline is valuing the contribution of its workers during these hard times and hope this will continue into the future.”
Three years ago, the ITF campaigned against PIA on behalf of three Pakistani trade unions, whose members suffered anti-union repression at the hands of the government. It also raised the issue with the International Labour Organization, when it submitted a complaint.
