Bitter rail dispute in Bulgaria ends

A dispute that raged for almost a month has ended in settlements for Bulgarian railway workers across two out of three railway companies.
New collective agreements were signed between ITF-affiliated unions and two national railway subsidiaries – the BDZ freight company and the BDZ passenger company – last December.
Workers at the BDZ freight transport company, soon to be privatised, will receive a number of benefits including: basic salaries at the current level and reviewed in line with inflation and productivity and additional pay to reflect length of service and to reward those working, for example, night shifts and overtime.
It was also agreed that trade unions would have a much greater involvement when decisions were being taken on social or labour issues, the privatisation process and other matters.
A similar agreement was won by employees at the BDZ passenger company, although with some key differences. These included that an increase in basic salaries and incentives would be negotiated after 30 June 2012.
Negotiations on a collective agreement between the union and the national infrastructure company continue.
The workers walked out on strike on 24 November 2011 for a rarely precedented 24 days over planned job cuts, the companies’ “procrastination” over collective bargaining negotiations and alleged anti-union actions, such as dismissing union members and flouting strike agreements. During the dispute, there were reports of an attempted lockout, and some 90 workers who took action were taken to court.
Ekaterina Yordanova, president of the Federation of Transport Trade Unions in Bulgaria, said: “It was our firmness in defending our rights, our integrity and willingness to achieve a reasonable and fair compromise in the negotiations that led to a change in the position of the employers and to the successful conclusion of the strike.”
