The 1995 Fair Practice Committee agreed to establish an ITF Blacklist of companies and individuals - shipowners, managers, manning agents or other employer linked bodies - which seriously abuse seafarers' rights, and to make the details of this blacklist generally available.

In view of the fact thatthe FOC Campaign was extended to include sub-standard National Flag vessels, the 1999 Fair Practice Committee endorsed the recommendation that the ITF Blacklist be extended to National Flag vessels/operators. The 1999 Fair Practice Committee also endorsed the recommendation that Companies who had gone bankrupt be placed on the ITF Blacklist and that the list should identify the Director whose involvement with any further companies may then be recognised.

Following this development, the secretariat formerly applied the blacklisting criteria to the national companies whose practices are referred for our attention and therefore have designated if national or FOC company.

The 2002 Fair Practice Committee endorsed the extension of the ITF Blacklist to cover companies or individuals who abandon crew without support in ports throughout the world.
