Introduction

For many years the Joint Aviation Authorities (JAA) has tried to harmonise the Flight Time Limitations (FTL). Each country had different limits and even systems. At the time most of the countries had high maximum FTL in national regulation. The National Aviation Authorities regarded their regulation as a back up to limit the worst excesses or scrupulous operators. Despite efforts by the JAA no compromise was achieved and the task was forwarded to the EU.  

Early in 2003, the Commission proposed a new EU OPS containing a Subpart Q on FTL. The Council made a political compromise on the paper during its meeting in December 2005. Some of the controversy was on how to count stand by as well as to try to limit the 60 hours a week. The ETF insisted that work time limits and rest times should be scientifically and medically evaluated.

As a part of the ongoing debate on the Flight Time Limitations (FTL), the ETF Secretariat has been asked by the Cabin Crew Committee to launch a survey on FTL.

Questionnaire & results evaluation

Please find bellow a link for the questionnaire, focusing on your national legislation/regulations concerning that subject. With this questionnaire, we would be able to improve the current EU OPS draft Regulation. As a matter of fact, after receiving your answers, we will summarize, evaluate and compare them to the current Subpart Q proposal. Following the results, the ETF CCC will decide what next steps should be taken. The outcome will also be used as background for a policy paper.

The total amount of time needed to fill in the questionnaire is approx. 15 - 20 minutes.

Once again, let us stress that we are looking for NATIONAL legislation/regulations limits and NOT COMPANY agreements and/or regulations. In countries where ETF has more than one union member, can we please ask you to coordinate between the unions in order to send only one answer?
