Airports, airlines and independent handlers are responsible for ground handling in Europe. Some airports that used to run their own services have already contracted out these key functions to third parties.
Because workers employed by contractors/via tendering processes are not protected by the usual rules, the jobs of experienced ground handling workers are threatened. The ETF has developed policy on the transfer of staff in ground handling, to address this issue.
Now, if new European proposals are adopted, more airports will be forced to use third party ground handlers – including companies that reject collective agreements. Airlines will have to contract out their own workers if they want to supply services to others.
European trade unions are not just concerned that such fragmentation will threaten the livelihoods of workers - they believe these changes will endanger airline safety and security.
Los responsables de ofrecer un servicio eficiente de ground handling (GH) son los aeropuertos, las compañías aéreas y los operadores privados de asistencia en tierra. Algunos aeropuertos y compañías aéreas que solían tener sus propias unidades de GH han subcontratado a terceros esta actividad tan delicada.
Debido a que los trabajadores contratados después de un proceso de concesión de licencias no están protegidos por una regulación europea común, la continuidad de los trabajadores con más experiencia se ve en peligro. La ETF ha aprobado un posicionamiento político sobre la subrogación de trabajadores del GH que da respuesta a los nuevos retos.
Si se aprueba una nueva legislación europea en los próximos meses, más aeropuertos y compañías aéreas se verán forzados a utilizar servicios de terceros que, en ocasiones, son contrarios a negociar convenios con sus trabajadores.
Los Sindicatos europeos estamos preocupados ante la posibilidad de que una fragmentación del sector como la descrita empobrezca no solo las condiciones de vida de los trabajadores, sino también la propia seguridad de las operaciones aéreas en Europa.
