ITF Job Description: Secretary Civil Aviation

JOB TITLE:    Secretary Civil Aviation and Tourism Services Sections

DEPARTMENT:    Civil Aviation and Tourism Services Sections
    
REPORTING TO:    General Secretary


Main purpose of role:

  • Under the direction of the General Secretary lead, manage and monitor the activities of the Civil Aviation and Tourism Services Sections providing strategic guidance and direction to staff to ensure that the Sections achieve the objectives that have been agreed whilst up holding the ITF Constitution and being accountable to its democratic structures

  • Understand the issues and environment in different parts of the ITF, and appreciate each section/region/department’s place in its vision, values and the organisational objectives

  • Promote mutual respect and equality ITF wide to ensure that individuals are valued, treated fairly and recognized for the contributions they make

Specific duties and responsibilities:

  • Lead, manage, implement and monitor the work of the Civil Aviation and Tourism Services Sections  including global organising to ensure there is effective coordination in delivering work solutions/outcomes and that at all times the Sections are appropriately resourced with trained staff or staff who are being developed and who are appropriately motivated so that the Sections achieve their objectives

  • Coordinate, support and promote international trade union solidarity between affiliates in the interests of trade union, human, social and equal rights

  • Ensure annual Civil Aviation and Tourism Services Sections business plans are prepared based on each Section’s work programme and progress is monitored against the plans to ensure that the Sections attain their objectives as efficiently as possible

  • Provide strategic advice and guidance to the General Secretary, Chairs of the Civil Aviation and Tourism Services Sections, other Elected Officers of the Sections, Civil Aviation and Tourism Services affiliates, to keep them aware of developments with in the civil aviation and tourism services industries and to ensure that the appropriate strategies and policies are developed to meet any agreed objectives and to comply with relevant statutory and other regulations

  • Establish and maintain effective formal and informal links both internally and externally with key decision-makers and other stakeholders to exchange information and views and to ensure that the Civil Aviation and Tourism Services Sections are providing the appropriate range and quality of services

  • Prepare, gain acceptance for and monitor the implementation of the annual budget for the Civil Aviation and Tourism Services Sections to ensure that the agreed budget figures are not exceeded, expenditure is in line with plan and that fixed and variable costs are closely monitored and in line with plan.

  • Represent the ITF and Affiliates in negotiations with relevant bodies to secure the most effective outcome for affiliates and their members

  • Develop and maintain quality management systems in the Civil Aviation and Tourism Services Sections to ensure that the most up to date and accurate information is available  for decision making purposes and reporting

  • Develop and maintain a robust communication and education process in the Civil Aviation and Tourism Services Sections thereby ensuring that the team is aware fully of the aims and objectives of the Sections and the team receives continuing educational development

Person Specification:

  • A proven record of success in a senior role handling trade union, industrial, political and organisational matters ideally in the industries represented

  • Graduate level of intellect with a professional qualification/experience

  • An understanding of financial management and wider management principles and techniques

  • Political and presentation skills with an appreciation of the demands of conflicting interests

  • Strong leadership skills with the ability to obtain buy-in

  • Strong communication skills both written and oral in English. Knowledge of other languages would be an advantage

  • Sound analytical and problem solving skills

  • Strong negotiation skills

  • Sound organisational skills and the ability to work under pressure

  • The ability at all times to exercise discretion, diplomacy, judgement and initiative
